This is where all known government agents are placed. Be them gifted or normal. They don't bother trying to befriend the gifteds, or appear to be other than the cold hunter that they are.

These are all the characters who have betrayed their kind, and have been found out. Those gifteds who were fueled by greed, desires, or other more personal reasons. Once they're found out, they're typically viewed as worse than the government that they serve.

Just becuase a person isn't here doesn't mean that they're not a Judas walking amoung you.
